Bicycle Position Rules:  An Insider’s Guide to a Complete Understanding of the Cycling Rules

Most triathletes have a general concept of what is meant by drafting, blocking and other bike course behavior, but may not understand the specific action that breaks the rule and results in a penalty.  There’s a good deal more to know than “don’t draft!”  In this free USAT webinar, Charlie Crawford shares specific, detailed rule information he teaches USAT Officials at USAT Certification Clinics.

The webinar includes:

  • Understanding the theory and purpose of Article 5.10 Position Fouls
  • How each of the rules are interdependent
  • The trigger of each rule that leads to a violation and penalty
  • What race officials are looking for when observing cyclists
  • What cyclists need to know to stay penalty-free on the bike course
  • The rights of a participant if penalized.

Charlie Crawford

Charlie Crawford began competing in triathlons in 1987. Shortly thereafter, in 1988, Charlie became a race director and continued through 1999.  After serving as a USA Swimming and a USA Track and Field Official for several years, he became a certified USA Triathlon Official in 1990.  He was appointed as USA Triathlon’s Commissioner of Officials in January 1997 and continues to serve in that capacity today.  During his tenure, the USAT Officials Program has increased from 75 referees to the 350 officials regularly assigned in 2014. Charlie’s duties include recruiting and training new officials, setting policy and standards for enforcement, interpreting the Competitive Rules, ruling on equipment legality, and answering rules and penalty questions from USAT members.  He co-authored the USA Triathlon Youth Rules and was one of the co-authors of the USA Triathlon Paratriathlon Rules, as well as writing many of the current sections of the USA Triathlon Competitive Rules.  Each year he teaches 13-16 Officials Certification Clinics and officiates 25-30 triathlons around the country.  He welcomes questions by email ( or by telephone (334-332-9092) from competitors, race directors, coaches and manufacturers.
